Best length for the civilian aviation band is about 24 ".

About 15" for commercial VHF FM channels.

Those figures are for a quarter wave antenna.
They will work well but is not what he asked about.

Stubby antenna designed for any particular
band will work with reduced range.

Many decades' experience with a 2-m 19" (nominal( whip has shown that it
doesn't really matter unless you are transmitting. A 1 dB mismatch
means nothing.
